39		Eliminated the "dont_move_libraries" directive in config/targets.
40		(The mechanism was broken and could not be fixed easily.  Moreover,
41		there does not seem to be any reason not to move all libraries into
42		lib during installation.  I originally implemented this directive as a
43		backward-compatibility feature when I first introduced the new CM.
44		Now that things have been stable for a long time and going back to the
45		old CM is not an option, there is no reason to keep it around.)
