Buildling SML/NJ on WIndows fails if there is a number in the path

Detailed description
Just try to run config\install.bat from a directory with a number in the path. If you do, it will fail shortly after it enters the "bin\sml.bat -m $smlnj/installer.cm" command, as it will fail to copy ml-antlr.bat to the bin directory and the HTML4 package will fail to build and error out.

This does not reproduce. I believe it was an issue with directory permissions on the machine where it happened.
